This Copilot Studio review covers what Microsoft Copilot Studio is used for, its key features, pricing in Copilot Credits, how it relates to Microsoft 365 Copilot, and how it compares with other agent builders. Microsoft Copilot Studio is a conversational AI platform, and it is the product that used to be called Power Virtual Agents. On November 15, 2023 Microsoft announced that Power Virtual Agents would become part of Copilot Studio, and existing bots moved over without interruption (Microsoft Copilot blog). Today it sits in the Power Platform next to Power Apps and Power Automate, and it is also the place where organizations build custom agents for Microsoft 365 Copilot.

What is Copilot Studio used for?

Teams use Copilot Studio to create agents that answer questions, guide users through a process and take actions in business systems. Typical real use cases are HR and IT help desks in Microsoft Teams, customer support agents on websites, agents that answer questions from SharePoint documents, and autonomous agents that react to events such as a new order or a new email. Business users can start in natural language: you describe what the agent should do, and Copilot Studio drafts it. Developers and admins take over when an agent needs custom connectors, security rules or governance across the organization. For example, an IT agent can answer a password question, create a ticket and hand the conversation to humans when it can't solve the issue.

  • Natural language authoring: describe an agent in plain words, then refine topics, instructions and knowledge in a visual editor.
  • Knowledge sources: ground answers in SharePoint, websites, uploaded files, Dataverse and data synced into Microsoft Graph.
  • Topics and generative orchestration: combine fixed conversation flows (classic answers) with generative answers and let the agent choose which tools and topics to call.
  • Actions and agent flows: call Power Automate flows, 1,000+ Power Platform connectors and APIs, so an agent can create a ticket or update a record, not only chat.
  • Autonomous agents: trigger an agent from an event instead of a chat message.
  • Channels: publish to Microsoft Teams, Microsoft 365 Copilot, SharePoint, websites, mobile apps and other channels.
  • Security and access control: sign-in with Microsoft Entra ID, environments, data policies and admin controls in the Power Platform admin center.
  • Analytics and feedback: see which topics users ask about, where the agent fails and what feedback users give, then improve the prompts and knowledge.

Copilot Studio pricing

Copilot Studio is billed in Copilot Credits, the common currency Microsoft introduced on September 1, 2025 to replace "messages" (Microsoft Learn, updated August 2026). The options on the Copilot Studio pricing page (checked September 2026) are:

  • Prepaid capacity pack: $200 per month for 25,000 Copilot Credits, pooled across the tenant.
  • Pay as you go: $0.01 per Copilot Credit through an Azure subscription, with no upfront commitment (Azure pricing).
  • Prepurchase plan: a one-year pool of Copilot Credit Commit Units, with up to 20% savings.
  • Microsoft 365 Copilot ($30 per user per month): licensed users can build and use internal agents in Microsoft 365, Teams and SharePoint at no extra credit cost.
  • Free trial: you can build and test agents, but you can't publish them.

How many credits an agent uses depends on what it does (billing rates): a classic answer costs 1 credit, a generative answer 2, an agent action 5, tenant graph grounding 10, and 100 agent flow actions 13. A single complex answer that uses tenant grounding can therefore cost 12 credits.

Pay as you go or a prepaid pack?

Pay as you go suits a pilot or an agent with unpredictable traffic: you connect an Azure subscription and pay only for the credits used. A prepaid pack is cheaper per credit once usage is steady, and the prepurchase plan fits large rollouts across many environments.

The cost surprise to check is overage. Unused credits don't carry over, and when a tenant reaches 125% of its prepaid capacity, custom agents are disabled until capacity is added or pay-as-you-go is turned on. Use Microsoft's agent usage estimator before launch, and set monthly limits per agent.

The difference between Microsoft Copilot Studio and Microsoft 365 Copilot

Microsoft 365 Copilot is the assistant inside Word, Excel, Outlook and Teams. Copilot Studio is the tool to create agents that extend it or run on their own. With a Microsoft 365 Copilot license, employee-facing agents in Teams, SharePoint and Copilot Chat don't consume Copilot Credits for classic answers, generative answers and tenant graph grounding. Customer-facing agents, such as a website chatbot, always need Copilot Studio capacity.

Agents or automation: when to use Copilot Studio

Automation is a rule-driven, repeatable workflow: when a form is submitted, create a record and send an email. That is Power Automate's job. An agent is goal-oriented: it reasons about a request in natural language, decides which knowledge and actions to use, and can call automation as one of its tools. Use Copilot Studio when users need to ask questions or the right next step depends on the conversation, and keep fixed processes in flows. Generative AI answers still need human oversight: test agents with real questions and review their answers before a wide rollout.

Where Copilot Studio shines — and where it falls short

Strengths:

  • Deep integration with Microsoft 365, Teams, SharePoint, Dataverse and Dynamics 365.
  • Power Platform connectors and flows let agents take real actions.
  • Enterprise security, compliance and admin controls out of the box.
  • Low-code enough for business users, extensible for developers.

Trade-offs:

  • Credit-based pricing is hard to forecast before an agent is in use.
  • Best value only inside the Microsoft ecosystem.
  • Licensing is complex, with several ways to buy capacity.
  • Many new capabilities arrive in preview first, and frequent updates can change how agents behave.
  • Without governance, organizations end up with agent sprawl: many small agents nobody owns.
  • Competitors point to a learning curve and patchy documentation (Ringly, a competitor).

Is Copilot Studio worth it?

Copilot Studio is worth it for organizations that already run on Microsoft 365 and want agents in Teams, SharePoint or Microsoft 365 Copilot, with governance their IT team trusts. If your users already have Microsoft 365 Copilot licenses, internal agents cost little extra. It is a complete solution for employee support, IT and HR agents that need access to Microsoft 365 data. It is less of a fit for small teams outside the Microsoft ecosystem or for high-volume public chatbots where credit costs add up.
